FishHawk Master HOA Gated Communities: Road and Sidewalk Repair Project

This page serves as a hub for the latest information on the upcoming road and sidewalk repair project for our gated Master HOA communities. We will have regular updates posted throughout the project.

Project Timeline and Progress

Here is a summary of the project’s progress and an estimated timeline for the coming months: 

Project Progress

  • February 26, 2026 Update:FishHawk Residents,

    Thank you for attending the January and February monthly meetings.  Your input is greatly appreciated and helps the board of directors in their decision-making process.  Due to questions and concerns during the membership comment period the board of directors has engaged with counsel to do additional research and review of the governing documents.  At this time the road project has paused due to further explore the appropriate way forward.

    While we are awaiting for guidance from counsel we do anticipate that we will receive the bids in the coming week as the road project team is compiling the information for review.  We will post this information in a timely manner after its receipt to Ciranet under vendor contracts for residents to review.

  • February 2026: The Associations legal counsel is working on a letter to the community for the townhall membership meeting. At this time the membership meeting date is still tentative. The Association is still waiting for the Bids to come in from the Project Manager. Please keep an eye out for the Bids to be posted in CiraNet. The estimated date Management has been told is around the end of the first week of March.
  • January 2026: On January 14th the Board and management met with project managers David Hils and the project management team, Michael York and the Eecon team, Jett and the support team for Socotec, James with Bartlett Trees, and the Association legal team. January 15th there was a Pre-Bid meeting on site with the Project Managers and potential contractors. They all walked the community to gather information and received the Bid packets.
  • December 2025: Management corresponded with financial institutions for general questions and project managers for updates from Socotec and Bartlett. The Board received a rough draft of the RFP’s from both Bartlett and Socotec for review and revisal.
  • November 2025: Project Managers communicated that the Eecon and Bartlett are working on their reports and will provide additional details after the holidays.
  • October 2025: On October 16th – The Board hired Bartlett Tree Service to assess each tree. Bartlett tagged trees with small blue tokens as part of their inventory report.
  • September 2025: During a Special Meeting on September 15th, the Board voted to hire Socotec to conduct the engineering inspection. Arborist bids were requested for a thorough consultation and inspection of the trees in each gated Master HOA community.
  • August 2025: The Board hired Project Managers Michael York with Eecon and David Hils with Real Manage to oversee the project. Three engineering bids were received and reviewed by the Board and Project Managers to conduct a detailed inspection of the roads and sidewalks.
  • July 2025: The HOA Board and Association Legal team reviewed all RFP proposals submitted by the Project Manager candidates.
  • June 2025: Interested companies introduced themselves and presented their services at the monthly HOA Board meeting.
  • May 2025: The process began to hire a Project Manager. A Request for Qualification (RFQ) was sent to several qualified companies.

PHASES

  • Phase 1: Engineering Assessment and Arborist Analysis of Trees (Approx. October– end of November 2025)
    • Socotec will perform a thorough assessment of the roads, sidewalks, and underlying foundation.
    • This will involve core drilling (drilling small holes to test depth) and geothermal tracking to determine the extent of the damage and recommend solutions.
    • The onsite inspection is scheduled to begin on or around Friday, October 3rd, and is expected to take approximately three days.
    • Bartlett will take inventory of each tree and the health of each tree with their expert recommendation. This work should be completed by Monday November 3rd.
    • Detailed reports from the Socotec and Bartlett are anticipated by the end of November. Some areas will need more work than others.
  • Phase 2: Contractor Bidding, Financing, and Board Meeting (Approx. end of December to the beginning of January 2026)
    • A RFP (Request For Proposal) will be created and the Project Managers will solicit bids from contractors based on the engineer’s report.
    • The Board will review the bids, vote on contractors, and establish the final project cost.
    • Management will meet with a financial institution to discuss financing options for the project.
    • A Townhall Meeting will be held for the community, with representatives from all companies and parties involved to answer questions.
  • Phase 3: Repairs will begin (Approx. March to May 2026)
    • Depending on contractor schedules and unforeseen circumstances, work will begin in one or two gated Master HOA communities to start.
